William S. Sullivan is the Chief Executive Officer and President of Net Pay Payroll Services, a locally owned payroll service and tax preparation provider in Harrisburg. His company specializes in providing payroll services to businesses with unique and often complex payroll situations, such as piece rate and extensive job costing calculations. Mr. Sullivan is a registered tax agent with the Internal Revenue Service and has successfully negotiated on behalf of and defended his clients in cases where significant fines and penalties have occurred due to human error. He has also negotiated in this capacity at the state and municipal level when necessary.

Mr. Sullivan began his career in providing Electronic Banking Transaction Systems to Fortune 500 companies, specializing in installation and employee training. This early experience provided Mr. Sullivan with the knowledge to easily navigate and operate almost all financial software programs.

It was in his position of Chief Financial Officer for a multi-million dollar construction company that he began to use this knowledge to design and implement an advanced accounting and payroll system. This system was able to generate payroll more efficiently, satisfy all tax liabilities in a timely manner, and provide a roster of 150 employees with option of direct deposit. Mr. Sullivan’s software was also able to provide him with the advanced job costing and custom certified reporting he needed in the construction industry. Realizing there was a need for the type of product he designed, Mr. Sullivan co-founded Net Pay Payroll Services in 2000. His system now provides payroll for businesses all over the United States. His design now processes payroll in all 50 states from offices in Harrisburg, Baltimore, and Connecticut.

In 2010, Mr. Sullivan negotiated a merger with an Insurance and Benefits firm allowing him to provide payroll and employee benefits bundled together. This allowed him to compete with the large national competitors from a local level.
